European Human Resources Strategy for Researchers: the commitments of the University of Orléans

The European Commission's Human Resources Strategy for Researchers (HRS4R) has as its aims to ensure the attractiveness of research careers and to improve the recruitment and working conditions of researchers across Europe.

It provides for voluntary compliance with the principles set out in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. This initiative has resulted in an improvement in the practices of institutions working in the field of research in terms of the recruitment and working environment of researchers.

 

Launching the HRS4R initiative

The University of Orléans launched a study on “HR excellence in research” certification in 2017. After consulting the university's authorities and voting by the Supervisory Board on 26 January 2018, the University of Orléans informed the European Commission of its commitment to the "Human Resources Strategy for Researchers" (HRS4R) procedure.

 

Gap Analysis

Working groups have been set up, representing the diversity of disciplines and the status of university research staff. These groups are structured around the 4 main themes of the Charter and the Code (ethics, recruitment, working conditions and training). Firstly they conducted an inventory of practices and made a gap analysis for the 40 principles set out in the Charter.

 

Action plan

2018 was devoted to drafting an action plan originating from the 4 Working Groups, which was then validated by the Technical Committee, the Research Commission and lastly by the Board on 25 January 2019.

This plan is broken down into 3 main strands:

  • The implementation of an institutional policy in terms of ethics and scientific integrity, both for recruitment and for professional conduct

  • The application of the same recruitment principles for researchers, regardless of their status: Transparency, Openness, Merit.

  • Career monitoring integrating the specific nature of the different status', with a particular focus on the case of non-tenured researchers.

     

The University of Orléans is committed to implementing the action plan validated by the Board between 2019 and 2024 and to monitoring its progress by means of periodic appraisals. The project coordination group and the steering committee will be responsible for the operational follow-up of the actions and for the observance of the timetable.
