The TransSem project is based on the following observation: the majority of research in machine translation (MT) is currently carried out in the framework of (phrase-based) statistical MT, while such systems are highly robust and do not rely on any sophisticated linguistic resources other than great amounts of parallel linguistic data, shallow MT has inherent limitations: quality of alignment quickly deteriorates with increasing surface distance, and translation into morphologically rich languages still poses an unresolved problem. Moreover most SMT efforts are focused on translation into English (as a source or target language).
