The Human Resources Strategy for Researchers process, initiated and supervised by the European Commission, follows a structured and progressive approach. It is based on a cycle of continuous improvement, organized into several key phases, each of which is assessed by external experts.

- Initial phase: auto-assessment, gap analysis, development of an action plan and awarding of the label.
- Interim phase: implementation of the action plan, then revision and adaptation of the actions.
- Award renewal phase: regular assessments with or without on-site visit, including improved action plans.
