The HRS4R Process Supervised by the European Commission

The Human Resources Strategy for Researchers process, initiated and supervised by the European Commission, follows a structured and progressive approach.  It is based on a cycle of continuous improvement, organized into several key phases, each of which is assessed by external experts.

The chart below illustrates the various stages of this process:

  • Initial phase: auto-assessment, gap analysis, development of an action plan and awarding of the label.
  • Interim phase: implementation of the action plan, then revision and adaptation of the actions. 
  • Award renewal phase: regular assessments with or without on-site visit, including improved action plans.

This framework guarantees the institution's long-term commitment to improving its HR practices for the benefit of researchers, in accordance with the principles of the European Charter and Code of Conduct.
