Our commitment
The University of Orléans became involved in the HRS4R approach in 2017, with the validation of the Board of Trustees and the signature of an engagement letter in 2018. This engagement aims at improving working, recruitment and career development conditions of researchers and at strengthening both our attractiveness and our international influence.
The University applies OTM-R principles (Open, transparent and Merit-based Recruitment), in order to guarantee a fair and attrictive recruitment policy for researchers, in compliance with the label requirements.
A dedicated organization
To manage this approach, the University has created:
- A streering committee including governance, HR and Research services, and researchers representatives
- A project committee for the specific following of implemented actions
- A HRS4R referee included in the various steering directions
- Working groups to develop and follow the action plan
- A users committee
Our action plan
The initial action plan (2019-2025) is coming to an end. The implementation assessment will be submitted to the European Commission in September 2025 within the framework of the award renewal.
Concurrently, the university has co-developed a new action plan for 2025-2028, involving governance, services, and researcher representatives.
This plan sets out the main strategic objectives, which will be further developed in September 2025 during working groups in order to translate them into concrete and operational actions.
Compliance with and improvement of the OTM-R policy is one of the pillars of the HRS4R action plan. Specific actions are being taken to ensure transparency and fairness in the recruitment of researchers at every stage.
What's next?
Our university is currently undergoing a renewal process, with regular monitoring by the European Commission.
Each step is part of a continuous improvement process aimed at making our university an internationally recognized and attractive place for research.
